El Paso Emergence Health Network (EHN) and its dedicated staff are committed to assisting El Paso’s most vulnerable citizens, residents with either or both severe and persistent mental illness and/or intellectual/development disabilities and/or substance use disorders. At EHN we work to help these individuals and their families find resources and treatments to help with their disorders/disabilities and become as independent as possible.

EHN is proud to have created impactful change in the delivery of mental health, intellectual disability, and addiction services in the West Texas region. As the Local Mental Health and IDD Authority in El Paso County, it is our responsibility to meet the needs of our community and we believe the level of services and quantity of services we provide is unmatched in our area. We have dedicated employees and staff leaders who have contributed to the tremendous growth experienced company-wide which has allowed for the expansion and introduction of new services. In 2016 EHN celebrated its 50th Anniversary and although we have undergone some name changes throughout the years, our commitment to our residents has remained the same. In 1963, President John F. Kennedy signed the Community Mental Health Act which established mental health centers in communities. It helped people with mental illness and/or IDD who were “institutionalized” move back into their communities by creating “Local Mental Health Authorities.” In 1966, the Local Mental Health Authority (LMHA) was opened in El Paso and Emergence Health Network born. EHN is now one of 39 LMHA in Texas.

As the largest mental health provider in El Paso County, we currently have 19 service locations where we assist a wide array of our population to include adults, children, veterans, the homeless and justice-involved individuals.

Emergence Health Network (EHN), through a contract with the Health and Human Services Commission (HHSC) of Texas, manages the execution of 39 state required performance measures in a fiscal year. The fiscal year for EHN starts every year on September 1 and concludes August 31.

The distribution of the state required performance measures are for both adult and children populations in El Paso County. The measures for children are identified by the CAD acronym which stands for Children’s/Adolescent Mental Health.

The information provided on EHN’s FY18 performance in meeting the state required outcome measures is provided in terms of quarterly performance.

Individuals calling The Joint Commission’s patient safety event phone  line at 1-800-994-6610 will receive automated instructions on how to file a report or concern; the line will no longer be answered by a staff member.  This is being done to lessen confusion and to provide more accurate information for the caller.  In particular, this will help address the issue of callers attempting to contact by phone to report patient safety events, as these reports must be submitted in writing.

According to Accreditation Participation Requirement (APR) standard APR .09/01/01, organizations need to update their  notice instructing patients on how to contact The Joint Commission with the following information about reporting patient safety concerns:

  • At http://www.jointcommission.org using the “Report a Patient Safety Event” link in the “Action Center” on the home page of the website
  • By fax to 630-792-5636
  • By mail to The Office of Quality and Patient Safety (OQPS),  The Joint Commission, One Renaissance Boulevard, Oakbrook Terrace, Illinois 60181

Reports of patient safety events to The Joint Commission must include the health care organization’s name, street address, city and state.

In the course of evaluating a report, The Joint Commission may share the information with the organization that is the subject of the report.  Joint Commission policy forbids accredited organizations from taking retaliatory actions against employees for reporting quality of care concerns to The Joint Commission.

Patient safety events reports can be submitted anonymously and confidentially.  However, those who provide their name and contact information enables The Joint Commission to contact them for more information, if necessary, and to confirm how the report is handled.

Accredited and certified organizations can still reach OQPS by emailing patientsafetyreport@jointcommission.org or calling the Sentinel Event Phone Line at (630)792-3700.  The process of self-reporting sentinel events remains the same. OQPS cannot determine over the phone if an event meets Sentinel Event criteria.  Health care organizations must open a Sentinel Event Report on the Joint Commission Connect extranet site by selecting “Self-Report Sentinel Event” from the dropdown list of “Continuous Compliance Tools.” After the Sentinel Event Report is reviewed, the patient safety specialist assigned to the incident will call the employee who opened the report to discuss reviewability and next steps.

HHSC Grievance Reporting Acknowledgement

At admission, Emergence Health Network (EHN) provides and explains the agency’s grievance procedures to all clients, and family members. If any individual at the facilities wants to file a grievance against EHN, the contact information to do so is listed below for the Texas Health and  Human Services (HHS) Ombudsman’s Office in a public area for
