EHN is dedicated to helping individuals in our community who are dealing with substance abuse and addiction problems. Through the OSAR program, which is the first point of contact for those who are seeking substance abuse treatment, individuals can receive free confidential services by licensed chemical dependency counselors. Regardless of pay source, OSAR will provide a screening, assessment, referrals, placement, and follow up for drug treatment services to 13-years and older Texas residents.
The Texas Region 10 Outreach, Screening, Assessment and Referral (OSAR) Program is grant funded by the Texas Department of State Health Services and is managed and coordinated by Emergence Health Network. The program is available to all residents of Texas Region 10 Counties including: El Paso, Colonia’s, Brewster, Culberson, Hudspeth, Jeff Davis and Presidio.
If you or someone you love is experiencing substance, alcohol, illegal drug or prescription drug abuse or misuse, help is available through EHN’s OSAR program. Services are available for adults ages 18 or older and to minors ages 13-17 with parental consent.

A qualified professional Licensed Dependency Counselor is available to conduct assessments and will be able to help you with a treatment plan. When applying you will need the following documents:
- Texas Identification Card (Parent’s ID for minors)
- Current utility bill, rental lease contract, or monthly mortgage statement
- All proofs of income: 2 current paycheck stubs
- SNAP (Food Stamp) Benefit letter
- Medical Insurance Cards (Medicaid, Medicare, or Private Insurance)
- Social Security Benefit Information
