Dance the night away to the sounds of Marcelo Rodche Y Friends, Havana Feelings and Azucar.</p>
<p>The concert will take place in the back parking lot of 1600 Montana Avenue and will begin at 6:30 p.m. Tickets are $10.00 and $5.00 for all military personnel with proof of military I.D. All proceeds will go back to the Morgan’s Wonderland Trip.</p>
<p>Start your Friday evening off right with live entertainment, a vehicle display from Casa Ford, raffles, shop around with local vendors, and help us send these wonderful children on a trip they will never forget.</p>

			<content:encoded><![CDATA[<p><strong>(Feb. 20<sup>th</sup>, 2012-El Paso, TX)</strong>  El Paso mental health providers, first responders, law enforcement, and public health agencies will be hosting the first Suicide Prevention Regional Summit to be held in El Paso on Wednesday March 21<sup>st</sup>, 2012 from 8:30am to 12:30pm at the Ysleta Del Sur Tribal Judicial Court, 9241 Socorro Rd.</p>
<p>&nbsp;</p>
<p>The summit will educate participating agencies in identifying those at high risk of suicide by learning to distinguish between long term risk and short term warning signs. Suicide is the 3rd leading cause of death among young people ages 15-24, and is the 11th leading cause of death overall.</p>
<p>&nbsp;</p>
<p>Speakers from around the state will be in town to present the new “ASK” Gatekeeper Training and provide Continuing Education Unit’s for El Paso Licensed Chemical Dependency Counselors, Licensed Professional Counselors, and Licensed Social Workers.</p>

			<content:encoded><![CDATA[<p>Because of changes to Federal and State statute, El Paso Mental Health &#038; Mental Retardation will change its name to Emergence Health Network, thereby eliminating the stigma associated with the term “mental retardation.”</p>
<p>The name change will take place on Friday, January 27.  Consumers receiving services from the agency will see no changes in services offered or hours of operation.</p>
<p>In late 2010, President Obama signed Rosa’s Law, legislation that removed the term Mental Retardation from federal education, health and labor laws.  During the last legislative session, Governor Rick Perry signed Respectful Language legislation that also requires State agencies to adopt similar verbiage.</p>
<p>“With our change to Emergence Health Network comes a wonderful opportunity to reframe how individuals with developmental disabilities are viewed by fellow El Pasoans,” says Mike Wendt, Board Chair, Emergence Health Network.  “There are thousands of individuals with a developmental disability diagnosis living and contributing to our community.  Our name change provides an opportunity to honor their contributions.”</p>
<p>The Mental Health/Developmental Disabilities Authority has been planning the change for several months and worked with board members, staff and consumers to determine the new name.  </p>
<p>“Emergence is a word with many meanings,” says Wendt, “It implies action, change and transformation, and all of these words are very important to our consumers and their service providers as they work to eliminate old fears and stereotypes.”</p>

<p>EHN provides mental health services for children and adolescents ages 3 years to seventeen who suffer from a variety of emotional disturbances which cause severe emotional and/or social disability.</p>

Crisis</a></h3>	<div> </p>
<p>Crisis Screening/Mental Health Assessment and Referral Crisis screening services can be accessed by telephone outreach, or office visit. A Psychiatrist will perform an assessment on a consumer in crisis or with no prior clinical history. When appropriate, crises are referred to the El Paso Psychiatric Center Adolescent Unit for intensive evaluation and treatment.</p>
<p>A QMHP (Qualified Mental Health Professional) will conduct an assessment on those consumers who meet the priority population definition, by the interviewing the consumer, parent(s), and/or significant others.</p>
<p>All pertinent records on the consumer will be requested from medical providers, agencies, and schools. Case management needs are assessed. A psychiatrist will perform a psychiatric evaluation when needed and/or refer the consumer for, neurological, or psychological consultations. All the information collected is integrated into a comprehensive assessment from which the treatment team, including the consumer and family, determine treatment goals and interventions. Multi-agency service needs are referred to the Community Resource Coordination Group for interagency collaborative response.</p>
<p>When the ChAMHPs unit is closed the Crisis Line will provide telephone intervention. The Crisis Line may then access a ChAMHPs QMHP for further support or intervention if needed.</p>
<p> 	</div></p>
<p><h3><a href="#" >Case Management Services</a></h3>	<div> </p>
<p>Case Management Services are initiated after the completion of the intake assessment. Case managers work with the families and the consumer to provide for and coordinate needed services, advocate for services, identify new services needs, and assist families in resolving needs through unique, effective approaches to the system of community services.</p>

<p><h3><a href="#" >Intensive Family Services and Project Hope</a></h3>	<div> </p>
<p>IFS/Project Hope provides home based crisis intervention and therapeutic services to families at risk of needing more restrictive levels of care. These services are intensive (up to several hours per day) but time limited (usually up to eight weeks).</p>
<p>Direct services provided include: crisis intervention, family therapy, teaching or modeling appropriate skills and interventions for use when patterns of dysfunction or challenging behavior occur.</p>
<p>Other interventions include:</p>

<p><h3><a href="#" >Children's Early Intervention</a></h3>	<div> </p>
<p>Intensive Family Intervention Case Workers will provide home based therapeutic services to at risk families with children five years of age and under.</p>
<p>These in home services will be focused on teaching and modeling appropriate skills and interventions to assist with patterns of dysfunctional or challenging behavior using various management techniques, teaching ways for families to advocate for their child, ramifications of their child&#8217;s diagnosis, and implications of treatment and medication management.</p>
<p>Other direct services may include: crisis intervention and management, family therapy, nurturing skills training, and stress management.</p>

<p><h3><a href="#" >Medication Related Services</a></h3>	<div> </p>
<p>Consumers first receive a psychiatric evaluation and medical assessment to determine if medication treatment is appropriate. In cases where medication is prescribed, a nurse and caseworker will be involved to assess the consumer&#8217;s response to the medication, symptom management, and the impact of the medication on the consumer and the family.</p>
<p>Parents and guardians are active participants in decisions regarding initiating medication and changes in treatment. Additionally, they assist in the monitoring of the medication regimen in the home. Physical examinations and laboratory monitoring may be ordered.</p>
<p>When needed, consumers will be referred to a provider outside of EHN. Medication training regarding possible side effects, and adverse reactions is provided to consumers and families as part of this program.</p>

<p><h3><a href="#" >Community/Family Support</a></h3>	<div> </p>
<p>The Children Adolescent Mental Health Programs (ChAMHPs) treatment team and/or assigned caseworker may identify needs for specialized contract services. The caseworker makes arrangements and appointments with the provider of these services. Contracted services include:</p>
<ul>
<li>Counseling/therapy services</li>
<li>Respite care education advocacy</li>
<li>Neuropsychological evaluations</li>
<li>Therapeutic recreation</li>
</ul>
<p>A community support caseworker monitors consumer/family participation and progress toward identified goals and objectives. Regularly scheduled contacts and staffing are used to assess consumer satisfaction with services, treatment progress, and treatment compliance. Identified areas of need not addressed by the caseworker may be handled through direct services or community referral.<br />

			<content:encoded><![CDATA[<p>EHN, El Paso’s Mental Health Authority is now offering Mental Health First Aid Certification Training to the general public. There are less than 300 instructors world wide, and EHN has 4 certified instructors in their personnel. Those instructors are: Christina Calderon, LPC, Alfonso Chacon, and Mike Anslinger.</p>
<div class='shortcodes-accordion' style='width:100%'> <h3><a href="#" >What is Mental Health First Aid?</a></h3>	<div>  First aid is the help given to an injured person before medical treatment can be obtained. Mental Health First Aid is the help provided to a person developing a mental health problem or in a mental health crisis. The first aid is given until appropriate professional treatment is received or until the crisis resolves.  	</div></p>
<p><h3><a href="#" >What are Mental Health Problems?</a></h3>	<div>  The most common and disabling mental health problems are depression, anxiety disorders and psychotic disorders. Mental health problems are very common. In any one year about one in five adults experience a mental health problem. Many people suffer a mental illness for a long time before they seek help. Furthermore, alcohol and drug problems frequently occur with depression, anxiety and psychosis. 	</div></p>
<p><h3><a href="#" >The Mental Health First Aid Program</a></h3>	<div> <br />
While people often know a lot about common physical health problems, there is widespread ignorance of mental health problems. This ignorance adds to stigmatizing attitudes and prevents people from seeking help early and seeking the best sort of help. It also prevents people providing appropriate support to colleagues and family members, simply because they do not know how. In order to help people provide initial support for someone with a mental health problem, a Mental Health First Aid (MHFA) training course has been developed. Course participants have been varied, including teachers, police, nurses, case managers, support workers, social welfare staff, employment agency staff, personnel staff, members of the general public.</p>
<p>This course is a 12-hour course developed in 2000 by Betty Kitchener and Professor Tony Jorm with the aim to improve the mental health literacy of members of the Australian community. It is now auspiced by Orygen Youth Health Research Centre at the University of Melbourne. Participants receive a course manual and also a certificate at the completion of the course. Those who have completed the course have been very positive about the knowledge and skills they have acquired. 	</div></p>
<p><h3><a href="#" >Program Overview</a></h3>	<div> <br />
<strong>The Mental Health First Aid Training and Research Program</strong><br />
The philosophy behind the course is that mental health crises, such as suicidal and self-harming actions, may be avoided through early intervention with people developing mental disorders. If crises do arise, then members of the public can take action to reduce the harms that could result.</p>
<p>The MHFA course has been thoroughly evaluated using randomized controlled trials and a qualitative study and been found to be effective at improving the course participants’ knowledge of mental disorders, reducing stigma, and increasing the amount of help provided to others. To disseminate the course, MHFA Instructors are trained from across Australia, to conduct the 12-hour MHFA course autonomously in their local region. Instructors work for NGOs (e.g. Red Cross, Lifeline, Anglicare), social welfare services (e.g. employment, housing) local area health services, places of employment, or as private practitioners. In view of the innovation and quality of the program, it has won a TheMHS first prize and has spread to a number of other countries, including Scotland, Canada, Hong Kong and Singapore.<br />

			<content:encoded><![CDATA[<p>As El Paso opens its arms to the large influx of troops and their families as a result of Base Realignment and Closure (BRAC), mental health must be regarded as a primary issue in preparing Far West Texas to adequately provide for the specialized needs of an expanded military community.</p>
<p>Combat impacts not only the soldier and veteran but families and communities as well. Every soldier who has been exposed to the trials of combat is adversely affected. Most will come back to a support system of friends, family, and faith to help them transition and heal the psychological wounds. However, for those service members and families requiring additional assistance EHN has developed an array of support and clinical services.</p>
<p>As soldiers and veterans cope with the psychological issues associated with their military services, their families must often deal with stress, depression and anxiety. EHN is working to develop dedicated care programs for both children and adults. After BRAC movement is complete, nearly 90,000 people will be calling Fort Bliss and El Paso, Texas home. EHN is working with its military partners in developing a proactive approach to meet the needs of soldiers, veterans, families and members of the Army Reserve and U.S. National Guard.</p>
<div class='shortcodes-accordion' style='width:100%'> <h3><a href="#" >Military Liaison Program</a></h3>	<div>  In February of 2009, the Center created its Military Liaison Program to assist in coordinating services for military service members and their families and in establishing behavioral health service linkages with veterans groups and the military support community. When veterans, military service members or dependents come to an EHN facility, they will work with a Military Liaison who has been trained to meet their unique needs.  	</div></p>
<p><h3><a href="#" >Screening Services</a></h3>	<div> </p>
<p>Early diagnosis and treatment often lead to successful outcomes. That is why EHN contracted a network of credentialed mental health providers that can conduct effective clinical screenings for common psychiatric issues. Licensed clinicians will use evidence-based tools and techniques in establishing a comprehensive screening program.</p>

<p><h3><a href="#" >Mental Health First Aid</a></h3>	<div> </p>
<p>Mental health issues are not as easy to spot as physical wounds – especially for individuals without a medical background. Mental Health First Aid is a new program that provides every individual with the necessary tools and knowledge to recognize warning signs and access information on where to go for additional help. This 12-hour training is available to educators, law enforcement, family members and every one looking to learn more about mental illness and treatment.</p>

<p><h3><a href="#" >24-Hour Crisis and Emergency Services</a></h3>	<div> </p>
<p>EHN provides 24-hour telephone counseling and crisis intervention for individuals experiencing emotional distress or severe mental health crises. Our Crisis Line is manned by master&#8217;s level qualified mental health professionals and backed up by on-call professionals. The Crisis Line also serves as the after-hours backup for the Sexual Assault Outreach Program, the Alzheimer&#8217;s Identification Program, and the Army Community Services Program. For individuals seeking face-to-face counseling and crisis intervention, we provide intervention, crisis counseling and support and referral for long-term treatment. A psychiatrist is available if immediate medication or psychiatric interventions is needed (915)779-1800.</p>

			<content:encoded><![CDATA[<p>The Elinor Zind Early Childhood Intervention Program of EHN is a contract program with the Texas Department of Assistive and Rehabilitative Services, Division for Early Childhood Intervention Services. The ECI mission is to assure that families with young children with developmental delays have the resources and supports they need to reach their goals.</p>
<p>ECI provides evaluations, at no cost to families, to determine eligibility and the need for services. Families and professionals work together to plan appropriate services based on the strengths and needs of the child and family. Services are provided in the home and in community settings such as child care facilities, play groups and Mothers’ Day Out programs.</p>

<p>Income is not a factor in determining eligibility. ECI determines eligibility for children under age three based on:</p>
<p>Developmental Delay – children with a developmental delay which affects functioning in one or more areas of development, including cognition, communication, motor, social-emotional and adaptive/self help.</p>
<p>Medically Diagnosed Condition &#8211; children who have a medically diagnosed condition that has a high probability of resulting in developmental delay.</p>
<p>Auditory or visual impairment – children who have an auditory or visual impairment as defined by the Texas Education Agency</p>

<p>The following services are provided at no cost regardless of income:</p>

<p>Families with children enrolled in Medicaid or CHIP, or whose income is below 200% of the Federal Poverty Level, do not pay for any ECI services. Other families pay a cost share determined by a sliding fee scale based on family size and net income after allowable deductions.</p>
<p>Fees are determined on a sliding fee scale based on family size and income. Provisions are in place to adjust income for unusual expenses so no child will be denied services because of a family’s inability to pay.</p>
